[Tor2web-talk] optimizations for tor2web mode

ive been reading up on how he HS spec works.  using primarily the new
overview in section 2.9 from AlSabah and Goldberg (2015).

>From this, it seems that we can optimize performance by:
1. letting the client choose their own RP on advance (already done).
2. making a direct connection to the designated RP.
3. making a direct connection to the HS-designated introduction point.

questions:
* It's not competely clear to me what Tor2web mode currently does.  My
current understanding is that tor2web mode does (1) and (2), but not (3).
Is that correct?

* is it agreed that (1), (2), and (3) would each improve performance?
