[Tor2web-talk] Asking consensus / support for release of Tor2web enabled Tor

slightly against. I don't mind setting the config flag and Roger was
always concerned that people would just download the "faster" version of
Tor. If the Tor leadership is in favor of releasing a tor2web binary i
switch my vote to yes.
