I think that we shall keep and respect individual policy of Tor2web
operators.
The composition of the blocklist may vary a lot depending on the operator.

For example i may want to import the blocklist from node A, B, C but
only for the sites that all the 3 operators blocks, while in parallel i
may want to import blocklist from node Z, because is a friend that i
trust, so i'm ok in importing all of it's blocks.

Ahmia does provide some logic to integrate and compare blocklist, but
it's likely that those logic should be within Tor2web software itself,
to enable fine tuning of blocklist.

Btw Tor2web today lacks any concept of self-networking with procedures
to automatically join/leave the network, that's something before or
later should be written, there are tickets with ideas about it, but it's
going to be a set of major deliverables to make it self-networked.
