[451] Follow-up HTTP Status Code 451

Dear all,

I hope this email finds you all very well. Am circling back to you all
to pick up the thread on HTTP Status Code 451 and the work you all have
been doing during the Hackathon at IETF99.

We have gotten quite some work done, but to get it all done I think we
still have a considerable amount of ToDo's.

So I thought it might be good to:

1. Agree on what a 'minimum viable product' would look for us all
2. Understand what we need to get there
3. Coordinate how we get there.

In order to do so I created a mailinglist to ensure we're not spamming
people who do not want this. The current settings for the mailinglist
are that the archive is open and everyone can sign up. If this is an
issue for people, feel free to bring it up with me directly, in this
thread, or on the list. I do think it's good to generally move the
discussion to the list though.

I think the overall project has several outputs:

0. Update to RFC7725 (RFC7725bis)
	- Logan already made version a new for this (attached)
	- Might consist of integration of implementation report and human
rights considerations
1. Indexer of censored web pages
	1.1 JavaScript Crawler
	1.2 Python Crawler
	1.3 Block Collector
2. WordPress Plugin
3. Browser plugin

and it might be nice if it would all come together in a

4. Campaign for adoption of HTTP Status Code 451.

Several of you have indicated interest in working on this at the
Hackathon before IETF100 in Singapore, others might prefer other ways of
contributing.
