Hi all, just joined! Super happy to be here and looking forward to the upcoming event next week.
To introduce myself, my name is Siobhan Green, and I am co-founder of Sonjara, a woman-owned small business based near Washington, DC. We provide technology consultations, independent evaluations and assessments, as well as building/sourcing technology solutions in the humanitarian/international development sector. Our particular specialty is around data-rich technologies, building data governance approaches, and discussions around data ethics, especially affecting marginalized populations.
I wanted to make sure everyone was aware of USAID’s Considerations for Responsible Data usage - this document is targeted for the non-IT/non-data people at USAID and the implementing partner community, helping them understand what it means to be responsible with data. The document provides some basic tools for program staff to use when designing data management approaches. My firm, via mSTAR, did the background research and provided the draft for this document in 2017, which USAID then took and, through internal consultations and input across the agency, wrote this final version, which was launched at the ICT4D conference in May 2019. https://www.usaid.gov/responsibledata

We also have a benefit/risk assessment framework we developed for this work that we are continuing to adapt - it is intended both as a way to educate non-IT/Data people on how to be explicit around benefits and risks, as well as a way for entire teams to identify key decision points (what to collect, how to process, what to share, impact of minimization on data quality, etc.). around data before the data is collected/accessed/used. Many participants mentioned that the framework is a good way to get different groups (such as donors, government partners, and implementers) to have common perspectives on the benefits and risks of data by different audiences so that some of the legal and ethical issues can be addressed early. http://www.sonjara.com/blog?article_id=161
