This book explains why I do not think the USA will ever have national
privacy legislation:

The intelligence/law enforcement agencies found that you do not need
warrants to by information on the open market. That is why I do not
think privacy legislation is possible in the USA.

Very interesting book. Was surprised that the original work was from
a WSJ journalist.
