Enclosed is a call for papers for a Special Issue on New Trends in Building
Digital Government in China Call for Papers in DGOV, ACM Digital Government
Journal.
I'd like to think that the special issue will pay some attention to the
worrisome nature of some of the systems of governance by technology that
the Chinese government is currently using and pursuing. Some of the
language in the call raises alarms including those bolded in the paragraph
below. The first bolded area mentions *precision* social governance which
is bound to elicit shivers. The second which discusses "democratic
politics" seems a bit dubious considering yesterday's shutdown of Apple
Daily in Hong Kong.
Data intelligence technology integrates government affairs data, promotes
the digital transformation of governments at all levels, and *realizes
precision social governance*. Digital government is changing the
traditional governance models and providing strong support for the
modernization of the national governance systems and governance
capabilities. *Meanwhile it also creates new opportunities, and
environments for the development of democratic politics.*
Some of the measures for ensuring the necessary oversight seem to be built
into the process although there is some implication that a paper that was
critical of the New Trends might be considered as "commentary" (via
"international colleagues") as opposed to a "regular SI paper." (From full

Regular SI papers: Prospective authors are invited to submit their
manuscripts electronically by the deadline listed above and should adhere
to the ACM Digital Government: Research and Practice guidelines (
dl.acm.org/journal/dgov/author-guidelines). Please submit your papers
through the online system (mc.manuscriptcentral.com/dgov) and be sure to
select the "Special Issue on New Trends of Building Digital Government in
China" option for the paper-type. We expect 10-15 papers to be featured in
this special issue.
Commentaries: In addition to full paper submissions, we invite
international colleagues to submit commentaries to ensure balanced
international views on Digital Government trends, and to facilitate
discussions of the topics above. This submission type should be within
1,000-2,500 words.
Review Process:
*The submitted manuscripts will receive at least three reviews by the DGOV
editorial board and other international colleagues. *The commentaries will
be reviewed by two or more editorial board members.
Our commentary, if any, probably belongs in the SIGCAS-talk thread. (And
unfortunately it doesn't seem to be trivial to sign on to the last.)

bringing about a new round of digital government advancement. Data
intelligence technology integrates government affairs data, promotes the
digital transformation of governments at all levels, and realizes precision
social governance. Digital government is changing the traditional
governance models and providing strong support for the modernization of the
national governance systems and governance capabilities. Meanwhile it also
creates new opportunities, and environments for the development of
democratic politics.
The outbreak of COVID-19 in 2020 has strengthened the Chinese government's
embrace of "using big data to improve and modernize national governance,"
and has advanced the development of digital government in a more
comprehensive, systematic, and precise manner. This special issue will
focus on the use of new technologies and new methods to create a new model
of digital government to stimulate discussions and theoretical
contributions by the global digital government research community.
