According to this article, not of the agencies were consulted prior to
the EO. This includes the "intelligence organisms" which makes the list
seem that much more suspicious. I'm certainly not claiming the
relationship to Trump investments, but more likely a singling out of
countries that are not US partners and predominantly Muslim.
