The Bureau of Democracy, Human Rights, and Labor's Office of Global Programs at the U.S. Department of State (DRL/GP) seeks a Program Officer for Internet Freedom. PROGRAM OFFICER - INTERNET FREEDOM
JOB DESCRIPTION

The Bureau of Democracy, Human Rights, and Labor's Office of Global Programs (DRL/GP) at the U.S. Department of State seeks a Program Officer for Internet Freedom.  Since 2008, DRL has invested over $145 million in programs to advance Internet freedom globally.  DRL's programs have supported the development of key anti-censorship and secure communication tools, digital safety programs, policy advocacy initiatives, and research efforts to promote human rights online.  The DRL portfolio constitutes the most comprehensive support for Internet freedom of any funder, private or public.

The Program Officer position is a unique opportunity to shape and implement U.S. foreign assistance to support Internet freedom around the world.  The Program Officer will be responsible for informing DRL's strategic approach to Internet freedom funding, responding to evolving threats, identifying opportunities for intervention, and managing a portfolio of Internet freedom grants.  The Program Officer will also represent and communicate DRL's program objectives and policies to other State Department bureaus, USG offices, Congress, and external experts.  The Program Officer will be responsible for coordinating with DRL/GP staff on program administration, financial planning, and acquisition of programming funds.

The ideal candidate would have experience with: implementing technology programs in closed environments; management of grants and contracts; development or deployment of anti-censorship or secure communication software; knowledge of open source standards; demonstrated commitment to Internet freedom and human rights work, and superb interpersonal skills and cultural sensitivity for working with multinational staff and partners.

RESPONSIBILITIES

Duties include but are not limited to the following:

*         Inform DRL's strategic approach to Internet freedom funding, including identifying key threats and opportunities for intervention.

*         Oversee a portfolio of Internet freedom grants related to technology development and digital safety-including reviewing, executing, administering, monitoring, and evaluating awards.

*         Identify Internet freedom programming priorities and assist with the development of annual Internet freedom solicitations.

*         Organize and contribute to proposal review panels, and work with the team to respond to applications.

*         Assist with budget development, financial planning, monitoring, and reporting.

*         Guide applicants and grantees through the solicitation and grants processes.

*         Maintain strong relationships with the Internet freedom community, civil society experts, technical community, and human rights networks.

*         Represent and communicate DRL's program objectives and policies to other State Department bureaus, USG offices, and Congress.

*         Coordinate closely with other public and private Internet freedom funders.

*         Represent DRL on Internet freedom issues at conferences and events.
