In India, Its easy to use telephony providers like
http://kookoo.ozonetel.com/ for missed call campaigns. You can start with
one port and scale to as many ports as possible. I don't work for them but
I have used their services for similar campaigns. You can also do a
callback on missed call and collect more info using IVR.
I worked on a similar campaign sometime back. I have noted my experience

An online hackathon (with collaboration tools and GitHub) would be a great
idea to get this done.
