[liberationtech] Announcing Martus 4.5, now with more usability!

Hey Collin,
Martus seems like it could desperately use an updated website. There are
some great modern Apache 2.0 licensed Bootstrap 3 templates at
StartBootstrap <http://startbootstrap.com> that could be a good starting
point. Martus might be great software but, first impressions count, and
right now the website looks like a portal to the 90s. It might make users
wonder if the core software itself is no longer maintained unless they take
a closer look.
