  You should talk to Nico Sallembien at Transifex -- he got me started
on their system, and it's worked out pretty well so far.  Also, Dragana
Kaurin at OpenITP is great for circling the wagons and recommending that
translators check out certain projects. =)  Thus far every translation
for Cupcake has been by random people who were sent the transifex page. 
Which is kind of cool if you think about it.  I know people who speak
more than one language, but they're all super swamped all the time, so
it's definitely worth looking into.
