[liberationtech] New general license for technology exports to Iran

Colleagues,

Today, the U.S. Department of the Treasury's Office of Foreign Assets Control announced a new general license to allow U.S. persons to export a variety of personal communications technology and services to Iran, as part of our efforts to enable the Iranian people to better communicate with each other and the outside world.
