[liberationtech] Cryptocat Seeking Estonian, Tibetan, Uighur and Latvian Translations

Dear LibTech,
We're on the verge of releasing a major update to Cryptocat, but we still need four translations finished.

All four translations are very much complete but only lack one or two sentences each.
