This is the total opposite of my experience.

When I used to work at a university, I often had contact with Chinese
international students so I asked about this quite a lot. Most of them
knew how to find proxies & tunnel. Some even knew how to look for open
proxies with a port scanner. This was in the context of asking them
about Tor, most hadn't heard of Tor.
