I don't think so. I also generally don't like the word "cyberwar," as (thus far) it's generally been used by reporters who aren't really sure what they're talking about to scare people.
I think we have an increase in the number of internet-connected devices, and increase in the reliance of society upon those devices, and a corresponding increase in isolated attacks. Some of them will inevitably be related to each other. Most will not.
