There have been some reports of ZTE selling directly to Sudan (and now
South Sudan) for their new whitelist-based Internet access controls.

However, there hasn't been verifiable evidence via invoices and
contracts yet. If these exist, they're going to be closely guarded and
not easily leaked to the world.
