[liberationtech] Faster OTR in the Browser

Dear LibTech,
The more technically-inclined on this list might be interested in our
latest in-browser OTR research. We have managed to speed up our OTR
library's key generation by an average of 33.7% by implementing some
algorithms from Golang.
