[liberationtech] Egyptian software procurement

43 million is a bit of a joke. 

No one in the valley could build a fully functional office-like suite for $43M, and have it available to any government in the required time, which is, yesterday. 

I'm sure people would like that money but seriously, it's barely 1-2 years of startup burn time here.
