I know that I'm supposed to take this document seriously but it's so
hard to stop laughing. It's absolutely amazing to look at authoritarian
design structures in progress. In this document, one might argue that
they're trying to liberate themselves from one kind of domination only
to keep the same structure of domination as the end result.
Basically, I agree with you - China telecom wants to run their own root
server (".") and create an island. The notions of a DNS AIP Gateway are
an example of introducing the kind of control they already try to assert
with DNS hijacking. It's a crock and I hope it dies on the vine.
On the other hand, I do like that they suggest a multi-polar internet.
This is basically Moxie's trust agility concept rephrased without any
trust or any (user) agility. That says a lot of good stuff about Moxie,
I think. :)
