[liberationtech] Ethiopia criminalizes Skype?

Criminalizing VOIP in order to preserve government and crony-held
monopolies on telecommunications is not uncommon. Companies like BiTek
sell VOIP-management tools to governments specifically aimed at
detecting and blocking Skype calls in order to preserve the revenue for
state-run telecoms.

I would be much more worried about the proclamations’ anti-terrorism and
defamatory laws related provisions.
