[liberationtech] Establishing an Incubation lab for health informatics

 Colleagues,

We are writing a big proposal, part of which will involve establishing an
incubation centre for health informatics projects (health informatics lab)
here at Mbarara University of Science and technology-Uganda. At this time,
we can not specify ehealth projects that will be incubated in this lab but
generally, they will include ICT for health projects based on mobile
technologies or/and projects utilizing none-mobile technologies. I kindly
request for your help regarding the type and cost of software needed,
hardware, network and connectivity costs we can include on our budget. In
my mind, I have the following:

*Under software costs and support:
*Application software and end user licences
Database user licences (processor?)
Security monitoring tools

Software upgrades

*Under hardware and Network costs*:
servers, routers, switches and DTUs
server racks
Workstation PCs
Mobile phones
Scanner
Power backups (UPS, Inverters, Stand-by Generator etc)
Data backup devices

Maintenance fee
Air conditioning
Biometric access control

*Under Internet connectivity*:
Leases or dedicated line rental
Cost of Bandwidth
Annual rental fees
Additional cabling, wireless LAN, WAN etc

If you know of any other item I should include, or if you have any comment
on the items above, kindly let me know.
