*SOFTWARE AND PROGRAM MANAGEMENT POSITIONS IN HYDERABAD, INDIA*


The Program on Liberation Technology at Stanford University is working on a
project to create a system of proactive transparency in government
programmes in India, starting with the ambitious National Rural Employment
Guarantee Act.  The basic idea of the project is to see if we can access
public records and send individuals with mobile phones information on what
is happening in their name.  For example, NREGA labourers could get monthly
messages over phone on how many days the records claim that they worked on
the project and what they were paid.  This form of transparency could
challenge corruption that happens through fudging of records.



We will then examine if the project has an impact on corruption in
NREGA.  Apart from dissemination of information from the MIS, we will also
be doing some experiments like enabling people to apply for work using
mobile phones so that they can get automated receipts.  The projects will
be implemented in Andhra Pradesh and in Bihar with the cooperation of the
State governments.



The project is being initiated by the Program on Liberation Technology at
Stanford University and we have a wonderful team working on the project
that includes different Universities (Stanford, UC Berkeley, Syracuse, IIT
Delhi) NGOs (Society for Social Audit, Accountability and Transparency of
Andhra Pradesh, Jan Jagran Shakti Sangatan of Bihar, ActionAid Bihar, and
Collaborative for Research and Dissemination, Delhi) among others.



We are now looking for one programme manager, and a coder to be based out
of Hyderabad, India.



*Key requirements for program manager:*

·         Ability to speak Telugu, and good English writing skills

·         Highly motivated with lots of initiative

·         Ability to coordinate with governments, activists, NREGA workers
among others.

·         Strong organizational ability

·         Willingness to travel to rural areas on a regular basis

·         Minimum one year of commitment.  Interest in committing for a
further two years would be a plus.

·         Being an advanced user of technology and basic coding skills is
an advantage

·         Ability to start in Aug-Sep 2012

*Key requirements for the coder*

·         Must be able to work independently

·         Strong interest and ability to code

·         Willingness to travel to rural areas occasionally to field test
solutions

·         Java, any other scripting language (php, perl, python)

·         Web services, xml, json

·         API design and development

·         Must be familiar with communication technologies – SMS, voice,
web, email, etc

·         Must be familiar with multilingual support in multiple contexts

·         Familiar with large scale database design

·         Basic user experience design

·         Must understand testing methodologies (?)

·         Have good communication and documentation skills

·         Experience 0-5 years
