Marc,
Twitter's recent statement about being able to block content on a per country basis is to be expected. All major social networking companies do the same. Twitter at least has been quite transparent about their policy. With their policy now public, I look forward to how transparent (or not) they will be when the indeed do block and/or censor at a country level.
What is important, in my view is that companies be transparent, follow due process, and respect the intent and letter of rights and protections prescribed by the UN and other intl mechanisms. Social responsibility mechanisms, such as GNI can be quite helpful for companies to develop strategies and processes to push back against unreasonable requests from state and non-state actors.
Companies need to be called out and severely sanctioned if they do not respect the legal protection obligations they are bound to by intl and national law.
