I think we need to be careful here. Does the submitter need to conceal
their connection to the submission, or their connection to the news
organisation, or both?

If, for example, Bradley Manning had emailed a random number to Julian
Assange, it might not *prove* a link between Manning and the cables, but
it would be hard to explain away...
