This could be addressed by setting up a bulletin board as a Tor hidden
service. Submitters would be able to carry on private conversations with
journalists without permanently storing any messages or software on
their own devices - they'd just need a (disposable) copy of the Tor
Browser Bundle and a note of the hidden service's onion URL.
To protect submitters who don't understand the different protections
provided by Tor and HTTPS, I'd suggest making the site available
exclusively through Tor.
