Didn't Peter W. Singer write in _Wired For War_ that there was a
humanitarian aid group that rented some UAVs and used them to ferry
supplies a few years back?  I forget where it was in the text (Google
Books isn't terribly helpful) but I can pull the reference from the
dead tree edition if anyone's interested.
