Hi Muzammil,
I've found this a little trickier to have specific categories in this area
in the past, but some countries include:
- Sweden (http://t.co/9AWoPVW)
- Netherlands (

http://www.rnw.nl/english/article/six-million-dutch-euros-web-freedom)
- UN Democracy Fund (http://www.un.org/democracyfund/)
- European Instrument for Democracy and Human Rights (
https://webgate.ec.europa.eu/europeaid/online-services/index.cfm?do=publi.detPUB&aoref=131087
)
Ireland, who recently took over the chairmanship for OSCE has expressed
that Internet Freedom will be a priority, and it is possible that effort
could include net activism (
http://www.freemedia.at/home/singleview/article/ireland-to-prioritise-internet-freedom-during-osce-chairmanship.html
)
This list is by no mean exhaustive, and there have been a number of funding
sources that have supported freedom of expression efforts over the years
(including Canada and Norway). I would be curious on learning what
countries I am missing.
Best,
James
