As far as I know, Tyler ("Project Mayhem 2012") is unaffiliated with
Wikileaks, other than being inspired by their work.
What's happened with some "ops" in the past is making a deadline, and
apparently just hoping that someone would do it. Whether that is the case
now, I couldn't say, but either way the release has not happened. Nor do I
expect it to happen.
There are several active leak-type organizations operating, in addition
to more traditional print publishers of leaks. I think that making a group
or press of that type is very difficult, and many just abandon the concept
once they realize just how much work is involved in founding and upkeep.
