Hi Jacob,
Metrics a very good idea and hopefully such will become a global
technique that will help remove perceptions that 'politics' & funding
strategies are being played out through technical analysis that has
overarching ethical and moral imperatives.
Plus any tool should prominently highlight limitations, as well as
challenging user assumptions head on, such as Tor's:

There are a number of tool developers who are working on exactly this
kind of metric or set of metrics.
