The Open Technology Initiative at New America Foundation (OTI) seeks a
research associate to help analyze impacts and outcomes of the federally
funded Broadband Technology Opportunities Program (BTOP). BTOP launched more
than two years ago with the passage of the American Reinvestment and
Recovery Act. OTI serves as a research and evaluation partner to community
organizations, government agencies and academic institutions on broadband
adoption and computer center projects in Philadelphia and Detroit. OTI is
also partnering in the deployment of community wireless networks and seeks
to understand the impact of these projects.

As part of the Open Technology Initiative, the Research Associate will
support the team researching and evaluating BTOP and related community
technology projects. While research on digital inclusion has a relatively
long history, research that approaches the problems and practices of
technology access from a historically and culturally informed perspective is
limited. OTI seeks to create a multi-faceted, mixed-methods body of work to
understand the full nature and meaning of digital inclusion. To this end,
the Research Associate will work with the team to: 1) collect quantitative
and qualitative data related to institutional, community, and cultural
contexts and broadband adoption, 2) interpret data according to theoretical
frameworks and models developed, and 3) share analyses with researchers and
practitioners in the field.

*Responsibilities*


   - Assist in researching broadband adoption policies and practices.
   - Provide research and writing support to the Field Team, as needed.
   - Draft literature reviews and background memoranda.
   - Assist with data entry.
   - Edit, proofread, and fact-check a variety of policy reports and papers.

   - Perform various administrative duties, as needed.
   - Identify media where research can be shared.


*Qualifications*

Ideal candidates will have the following qualifications:

   - Proven research and analytical skills.
   - Strong writing and editing skills.
   - Attention to detail.
   - Excellent organizational skills and the ability to prioritize work and
   manage time in order to meet multiple deadlines.
   - Flexible, self-motivated, and enthusiastic team players.
   - A bachelorÂ’s or master's degree.
   - Familiarity with communication policy issues, such as digital
   inclusion, community media, autonomous media, online privacy and digital
   surveillance.
   - Experience as a part of or working with communities with limited access
   to technology.
   - Spanish language ability a plus.
