I don't know that we could ever know for sure. Does law enforcement
count as a third party?
Does the government count as a third party if they are monitoring the
borders of their country?
As an extreme example, take North Korea. With only one Internet
connection, they would be able to see all traffic in and out of the
country. Many countries only have one or two state-run telco/ISPs,
which could also see everything destined for one of the sites you
mention.
