Thank you for the article Ross,
Ilves makes a lot of good points but the article - maybe Diehl - is wrong about Egypt and Tunisia. Tunisia has not decided on a new electoral system yet and it appears that Egypt will be moving<http://ahwatalk.com/2011/05/19/egypt-to-abandon-current-electoral-system/> to some sort of Mixed Member Proportional or Parallel voting system.

I share the link to the Washington Post report on Estonian President Toomas
Ilves' understanding of why democratic transition was successful in Estonia
and why it may fail elsewhere. Ilves was (unmentioned by Diehl) director of
the RFE/RL Estonian Service 1988-1993. Then, his own broadcast telephone
interviews with independent and opposition figures in Estonia were a
megaphone that contributed to making the old status quo unsustainable.
