I would suggest setting up a www.bit.ly account and use it to create a
static short link to a bundle of web pages/resources
<https://bit.ly/bundles/>. Use of bundles allows content to be edited
and added to and provision of a short summary of links. Libtech could
also set up a free Pro account to use it's own short domain for use on
the likes of twitter. 

I have done this a few times, so happy to help out.

Hi All,

I'd like to set up a daily tweet to send out from the Liberationtech
account
that succinctly tells Twitter activists the security precautions they
should
take while online, such as using EFF's HTTPS Everywhere and Tor, among
others.

Anyone know of good comprehensive blog postings or links that provide
this
information?  I don't want to reinvent the wheel, and having an existing
link I could share would greatly simplify my job.
