Phuong Pham is Director of Research at the Human Rights Center and Adjunct
Associate Professor at Tulane University's Payson Center for International
Development. She completed a survey on trauma, PSTD, justice, and
reconciliation as part of the Human Rights Center's project, *Communities in
Crisis: Justice, Accountability and Social Reconstruction in Rwanda and the
former Yugoslavia*. She is a founding member of the Initiative on Vulnerable
Populations and conducts research in northern Uganda, Democratic Republic of
the Congo, Cambodia, and other areas affected by mass violence.

Patrick Vinck is the director and co-founder of the Initiative for
Vulnerable Populations at the Human Rights Center, where he focuses on
managing and implementing empirical studies on the process of social
reconstruction in countries affected by mass violence. His work is informed
by several years of experience working on development projects in Africa.
Vinck also-cofounded KoBo, a digital data collection project to advance
human rights research. He serves as a member on the Committee on Scientific
Freedom and Responsibility of the American Association for the Advancement
of Science; an Adjunct Associate Professor at Tulane University’s Payson
Center for International Development; and a regular consultant on
vulnerability analysis to the United Nations World Food Programme. His work
has been published in journals covering a wide range of disciplines,
including political science, social science, public health and medicine. He
graduated as an engineer in applied biological sciences from Gembloux
Agricultural University (Belgium), and holds a Ph.D. in International
Development from Tulane University.

Information technologies are gaining a significant role in advancing human
rights research and advocacy. But technology alone will not make the
difference; what will is the combination of the human rights community with
the tools and innovations designed to support its work.

In May 2009 UC Berkeley’s Human Rights Center hosted “Soul of the New
Machine”, an international conference focused on exploring the intersection
of human rights, technology, and new media. Over 250 leading thinkers, civil
society members, activists, programmers, and entrepreneurs had the chance to
assess the ‘lay of the land’ and discuss emerging technologies related to
evidence gathering / documentation and advocacy and outreach. The conference
was designed to be a meeting point between the tech-savvy world and the
human rights community.

Two years later, much progress in the practice and implementation of human
rights and technology projects call for a new opportunity to share
experiences, best practices, and lessons learned from deploying technology
in the field. Building on the success of the 2009 conference, Advancing the
New Machine: Human Rights and Technology will convene human rights
practitioners and technologists to discuss the progress, successes, and
challenges that have emerged.
