[liberationtech] Rise of a Cybered Westphalian Age

Any paper that begins with such a long chain of unsubstantiated  
slogans / claims raises many alarm bells for me.

(1) No frontier lasts forever,
(2) no freely occupied global commons extends endlessly where human  
societies are involved.
(3) Sooner or later, good fences are erected to make good neighbors,  
and so
(4) must it be with cyberspace.

Unfortunately it seems that I rarely get away with that!  :-)
