The German constitutional court set a very simple standard: the voter must be able to understand and verify without special knowledge or tools the voting and counting process. None of the existing or even academic systems fulfill that criterium. Paper audit trails are problematic because you need to decide which record is the ultimately valid. You will end up with "the paper". Which makes the whole DRE exercise moot. Its complicated.
