Not a phone technically, but the NookColor boots from the MicroSD card
which is has an easy to access port. Instead of rooting my Nook, I boot
Froyo/Android 2.2 from this with a custom kernel/OS, and my own set of
ready to run apps (Orbot/Tor+Firefox, etc). It is the closest thing I've
come in the mobile space to a bootable livecd or usb key.

I do not know how or why the NookColor behaves this way, but I sure wish
it was standard among Android devices.
