I can't for the life of me figure out how this would work.  Do you
have any more information?  It states that it is a small (deck of
cards sized) linux based server but these already exist (in fact I
worked with one around 2003). I don't see how this would circumvent
traditional ISPs unless there was an entirely different network being
introduced (e.g. mesh networking via RF).
