I just now saw the renesys blog post at http://www.renesys.com/blog/2011/02/watching-algeria.shtml which gives some hard info refuting the Telegraph report.

The Telegraph's report is rumor; as the report launched, Algerians were still tweeting.  The only thing we've been able to verify is that in *one* part of the country, there were some blackouts.  Not sure why yet, but it was not countrywide by any stretch.

Also, what on earth does "Facebook accounts were deleted across Algeria" mean?  They didn't even bother to follow that point up.
