They should absolutely be using Tor. Censorship (perhaps only DNS
poisoning) is a telltale sign of infrastructure you can't trust. If
they're blocking, they're probably also logging. Using the IP of twitter
is not going to help with much. It will also probably complicate a few
of the useful security properties offered by Twitter. As an example
SSL/TLS certs will have errors for mismatched names, etc.

Suggest to people in Algeria that they should use Tor:

Probably if they're on Windows, it's reasonable to suggest Tor Browser
