[liberationtech] Kazakhstan

Libtech,

I don't believe there has been any clarification on the scope of the
outage. As far as I am aware, the blackout solely applies to Zhanaozen, a
remote city of 50 000, and not the entirety of the country or even a
subregion. Correct?
