Katy,

Catie Bailard at GWU has conducted field experiments in Tanzania and Bosnia and Herzegovina, providing internet access to a randomly selected group of individuals. The case study in Tanzania found that the internet had a negative impact on voters’ perception of the fairness of the last election, while the case study in BiH found that internet access decreased users’ satisfaction with the country’s state of democracy. However, I think the individuals in the Tanzania study became increasingly unwilling to participate in future elections.  Not really authoritarian settings but it might help.
