[liberationtech] Internet Circumvention Tools and Methods: Evaluation and Review

I was interested in reading this review of internet circumvention
tools and methods. But I am at the NSF today and they are blocking
this webpage:
"Important Notice - National Science Foundation has blocked access to
this site. (policy_denied)
