Ive heard the must hand count augment before, And I would respectfully
disagree..
Computer Networks enable Secure, encryption signed Redundant tallying of all
votes by multiple Machines run by more than one independent oversight
group...
Such systems, when implemented with computers, most clearly can far out
preform any human form of error detection....
For those of you who actually ready the published work on secure digital
voting systems you might want to check
out...Civitas<http://www.cs.cornell.edu/projects/civitas/>being
developed by
Andrew Myers <http://www.cs.cornell.edu/andru> at Cornell.
To make my point even clearer..... The Spoiler effect so severely
degrades plurality based social decisions when they involve more than two
candidates, as to make such results profoundly flawed...... You might note
that Andrews group understands the reason why comprehensive pair-wise
isolated differential Tallying ( Condorcet's method ), mittigates this
degradation of multi-way social decisions.
See our paper :http://www.votingmatters.org.uk/ISSUE27/I27P1.pdf
There is more to cover here....but suffice it to say that a well
designed social decision Tally process, has enough computational compexity
that doing by hand for more than four candidates is pretty much out of the
question..... Then I maintain that redundant, independently run cross
checking computer systems can be made more dependable as well as trust
worthy than any marginally configured, not fully documented group of human
beings...
