[liberationtech] Archive: Private or Public?

Is the archive meant to be Private or Public?

Does anyone know whether the Archive is supposed to be Private
(subscriber only/password protected) or Public (open to all comers), as
I can now view the archive without any user name/password prompts?

Did I miss an agreement to make the Archive open to all comers?
