IMO this is exactly the sort of answer that those asking the questions are hoping to find.
I used the word "enumerate" twice, maybe even confusing myself. Maybe i should not try to think or write after long trips.
But you have missed the point that "Risk" is a term that is well-understood when used properly and carefully in practice.
merely asking "how to reduce risk" is like asking "how to improve the health of people" without qualification. it lacks essential specificity.
The important take-away about assessing risk is not that every risk should be enumerated, but that swathes of risk can be consider under an umbrella, as insurance and business risks are clustered and considered together, e.g. the risk of loss due to ( natural disaster | fire | infrastructure problem like leaky pipe | vandalism ), are considered separately but together comprise a fairly comprehensive picture of the total risks created by a "house".
