This new publication (what I wrote) has just been released on the world
today. It was written for Plan International with the primary objective of
supporting staff in their offices in Africa to better integrate ICTs into
their work, from planning to implementation and monitoring.  It was based to
some extent on a process of reflection and training with Africa Plan teams,
and to some extent on my own thinking.

I hope it may be of use or interest to some of you here.  Please feel free
to share it more widely if you wish.
