It is likely based on a few conversations we've had with Aaron.  Aaron
helps to run tor2web.com, which is a way to access Tor hidden services,
https://www.torproject.org/docs/hidden-services, without a tor client
installed.  Tor hidden services are difficult for most people to understand,
so it seems aaron wants to use existing infrastructure to create a
decentralized hosting design.  I don't think there is enough of a design
there to be able to respond to it in any rigorous way.  

Another design on this topic is called Pagekite, https://pagekite.net/.

Any decentralized hosting design that is easy for novices to configure
and use successfully sounds good to me.
