[liberationtech] Examples sought: publicly-funded ICT projects

All,

I am looking for recent (i.e. 5 - 10 years) examples of publicly-funded ICT
projects
that have made significant societal impacts within non-commercial models.

That is technologies whose use has not required licensing, fees, the direct
involvement of
commercial entities for its day-to-day operation, etc.
